    That is what the 3D Gaussian Splatting is called and you can find the thread here.
    There a plugin which enables it.

    No, point cloud is different from gaussian splatting, it is data from lidar or laser scanner.

    ply can be loaded in blender also and many softwares allow ply loading.

    Perhaps due to simplification considerations, v3d.js does not come with these infrequently used loaders and requires self coding. Please refer to Threejs. If you are considering using paid plugins, please refer to this linkloaders
