Networking Settings area of App Manager gone?

Hi,
I haven’t had any luck getting the permission window (allow usb debugging? / computer RSA key fingerprint) to appear while trying the port forwarding method of mobile testing, so I’m trying #1 , Local IP Address.

The image on the manual shows an area of the App Manager “Network Settings”

I cannot seem to be able to find a way to get to that part of the App Manager.
How would I get to it?
has it been removed?
