Import Formats unavailable in Import menu yet plugins Checked in Preferences

maybe i hit some wrong command keys that set a setting i didn’t intend?
i really need to import OBJs and FBXs.
I have the plugins checked as you can see..
this is only happening to this blend file.
because of that, I’ve been importing into new files then saving, then appending from them.
this has got to be unnecessary.
any help would be great! thanks!
